what is stagger routing ? where it will be use ??

On the way home from the PUB, in my case...:p
One a more serious note, I think it may mean staggered via fan out from a 0.5mm pitch QFN or similar...........
 
I was thinking the same thing, its what routing looks like when you have had too many drinks :)

Where have you heard the term?

A stagger routing bit is a woodworking bit.
Staggered routing will likely be routing that has been staggered.
