What are non default rules? Why metal 1 should be horizontal why cant vertical? what metal 2 should be vertical why cant horizontal?

Hi,

as I understand, two metal layers (which are close together) should not be laid out in parallel because of the capacitive coupling. thats all.
I think such rules are described in the design rule file for a specific technology.
