IMO thats not a web based program - thats just a program that uses HTML.

If that's the case go for Eagle

I guess I don't follow the requirement that it be web based but you don't want to run it on the web (local only). If you want a decent, free for hobby or commercial, schematic capture/PCB layout package, give DesignSpark PCB a look. **broken link removed**

Seems there is no open source of similar solutions.
