It is indeed annoying. So much that "popular protest" got
the CAD group where I worked my last straight job, to add
a menu button in the company's add-on menu pulldowns
for "delete changed layer".
You could turn off its visibility and selectability in your
layers definition file (make a personal copy and modify
to suit). It would still be there but at least you would
not see it, to be annoyed.
But one other nuisance is that, since IC6 seems to no
longer support instance/drawing layer definition of the
selectable extents of an instance, the changedlayer may
change those selectable extents and make instance
selection "messy" (overlapping extents and you stand a
chance that what you click is not what you get).
