Look at the NI page.
They offer the integrated circuits for GPIB.
Some of them can be easily connected to some mikrocontroller (PIC or Atmel) and you can attach the RS-232/USB convertor to the uC UART.

I am thinking about the development of the GPIB convertor for a long time. But I am not sure if I am able to write the Windows/Linux driver for it.

You can use a microcontroller to do the GPIB timing. One of the earlier Ziatech GPIB board for the PC uses the TI9914 microprocessor. Writing the code would be the hard part.

If anybody can help me with the PC part of software, I will make a hardware/firmware part of USB/GPIB convertor.

After all, it can be an interesting and usefull project.
