usb interfacing with C++, radio controlled car to a pc

Good day, my goal is to learn usb interfacing and I would like to use C++, however I'm still new in this field of interfacing could anyone give me some directions as to where to go.

My end goal for this is to be able to interface a radio controlled car to a pc with the use of the usb port.

The first step would be the USB standard itself. I good website I've used as a USB reference is "Beyond Logic" (google it since I can't post links yet). Finally, if there's a particular IC you're interested in the manufacturer likely has an eval board that includes a SW stack.
