USB interface for cellphone

I'm planning to build a USB universal interface for cellphone like the one attached.
My problem is that FTDI chip is not available in my place..
I was able to buy a USB interface but was only designed for a specific phone and the chip inside is PL2303.

Now my question is, based on the two diagrams attached, Will the PL2303 will function "AS" FT232?
Only the following pins are needed TXT, RXD, TRS, CTS.
Are the signals from those pin are similar to FT232 and PL2303?
Thanks for any info..
 

Hi. I thing that signals are same, only need different driver for Windows. But many chip on usb cables don't have all pins on usb chip.

In my opinion, if you do know how the chip works...you can program another chip so you can buy your own.
