If you use later cadence version 613 following the steps below:
1/ tar your pdk in cadence working directory
2/ open cadence virtuoso (icfb or virtuoso)
3/ From CIW windows ----> tools -----> Conversion Tool Box -----> CDB to OpenAcess Translator and from this point to path that has your cds.lib (path of your tar tsmc pdk)
