Trying to program Atmel ATmega128p with JTAGICE3

Hello,
I am trying to program an ATmega1284P micro in circuit with a JTAGICE3 programmer. I am using Atmel studio 6.1
The dialog box keeps telling me that the target device has got 0V on it. Do you know how i can solve this. Is their somewhere where i have to tell it that i am expecting the USB to give the 5V?
 

Uh, you need to power the ATmega1284P in the circuit. The JTAG ICE3 programmer doesn't power your board/circuit or at least shouldn't be the source of power. The 5V USB power is used to supply the ICE3 not your micro.

So of course the unpowered board shows 0V supply for the target.

OK just done that and now its saying it cant enter program mode, and cant erase the device. All I want to do is program it. I have the c source project. the software engineer left it for us.
