uwb spectral mask

Dear all,

As I know that the FCC power spectrum mask of the UWB is around -41.6 dBm/MHz. However, this power level is measured directly from the PA output through the cable connection OR measured it from the transmitted antenna? Where could I find this material?

Well, I am just getting up to speed on UWB for a radar application. Apparently, you have to meet two things. The spectral mask at -41 dBm, AND part 15 emission limits (in uv/meter-which would cover the attached antenna gain).
