Temperature control through matlab?

Hi i have a temperature values in excel file.I need to read that temperature present in excel and based on threshold value, i need to control. FOr ex: IF threshold is 25 deg. And temperature shown in excel is 27 degree. i need to activate system in my case "turn on the fan" to cool down the room. how can i do it. How can i turn on fan through PC is my question!! Through serial port only right? Please suggest.
