Teletext bypass in digital TV decoders / encoders.

Do digital TV decoders / encoders always bypass teletext information contained in videosignal or do they cut it out?
I mean :
1). do TV decoders provide, that if teletext is contained in Input PAL Composite video , then teletext info will be contained in output ITU656 signal?
2). do TV encoders provide, that if teletext info is contained in intput ITU656 signal, then it will be available in PAL Composite Output video?
