Synopsys ".tf" technology file format: does it depend on cell-library or on process

Hi,

does anyone know if .tf technology files (used in Synopsys backend tools) are to be:

1. Provided by the foundry (e.g. TSMC) ?
2. Provided by the std-cell library vendor ?
3. Produced by synopsys tools from other input files (e.g. plib, pdb files). In this case who provides for these input files?

Generally the technology file is related to a std cell library, to match the metal pitch versus the std cell pin (in metal) position.
