Suitable Oscillator for Video Application Designs

Hi All, hopefully this is the proper thread. I'm designing a video upscaler board and am not sure as to how important the ppm for the oscillator needs to be in such an application. Is 100ppm okay? Or would a quality high performance design be a low 3ppm style? Is 100ppm vs 3ppm really going to have any appreciable effect on screen refreshing, jittering, etc? The pricing doesn't even seem to be too different, so it's more out of curiosity. Also, it seems very difficult to find TCXO grade oscillators that have exposed leads (digikey/mouser); not sure why this is?
