I think proteus is one of the best programs in simulation of microcontroller

the proteus 7.1 or 7.4 are new and very simple to learn microcontrolers .

You can use many simulator for mcu: proteus,keil,ride,8051ide etc

What about AVR?

It has a free compiler

Cheaper than other controllers
