Strange Bode plot - phase and magnitude are not correlated

Strange Bode plot

I have got a strange Bode plot what I do not understand. (I have the feeling that the phase and magnitude are not correlated.)
Have you any idea what can cause such a Bode plot?

If the transfer function contains allpass elements and/or delay units there will be no correlation between gain and phase response.
