How to step down the power supply from 48VDC to 28VDC and the current is 20A?

switch mode buck converter is the only solution at these current loads. you might use current mode chips like UC3842 supported by power MosFET of proper wattage. as the wattage is well above 600 including system efficiencies, proper care is to be taken in component selection and placements.

Step down dc to dc converters are available.

Can you recommend me the step down dc to dc converters?

The spec is like below:

Vin = 48Vdc
Vout = 28 Vdc
Iout = 12.5A
Imax = 20A

If you think the load can work with 24Vdc then there are planty of devices that covert 48Vdc to 24Vdc ..
Here is one example:
E756 10A 48v-24v Voltage Converter

I have fonud some. See this one. May be it will helpful for you.
PKL 4316 ,MV48-28-600, FNW500-700 Series etc.
see this link for datasheet of FNW500-700 Series

How about try the schematic of FAN2106 from fairchild?
I used it already in one of my project.

Or the old school flyback design...

Can it be possible to drop 48 volts to 12 volts 2 amps by any easily available componenets?

yes it can...

theres an OVP and OCP pin available for it.

You can use 2 or 3 in parallel for redundancy. Ihave tried it and its Ok.
