static phase offset pll

the static pase error always be in the type 1 pll , where there is one integrtor in the loop which is the VCO

this can be used by using 2nd order PLL , this will eleminate the static phase offset
 

Also mismatch in charge pump and leakage in the filter capacitor are common sources for static phase error
 

in any feedback system the output settles to some value within some error % difference compared to the input. This error reduces but cannot be eliminated, it is less in case of second order PLL.
