how to draw such a track like here, around the stator of bldc motor:

Not sure if it will work on an arc, but maybe you can try using the length tuning feature in altium?https://techdocs.altium.com/display/ADOH/Tuning+Route+Lengths

You can also try using polar guides when you route the net.

Draw as a DXF in a mechanical program and import the DXF to create a copper shape... example attached just change example.dxf lines are separate and may need changing to a closed polyline shape.

I agree with marce, importing it would be the easiest way to do it, though using a polar grid and a lot of patience it's also possible to draw it directly in Altium.
