Special circuit between the IC internal circuit and its pins

i heard that a special circuit is to be made before the internal circuit of the IC is connected to its pins(something i think was referred to as pad circuit) can somebody give me more details on this

The circuit you are referring is the ESD circuit. This is used at the pads for ESD protection. The type of ESD protection depends on the type of pad it is, whether input, output, I/O, high voltage, etc. Simplest ESD circuit is a reversed biased diode.
