use of two RS-232 serial
ports: a female DB9 DCE connector and a male DTE connector

how i will could communicate with these ports

how uart communication happen.......actually i m implement the uart with fpga.
 

What is your question or problem, specifically?

You should implement UART module and then connect it's rx and tx ports to corresponding FPGA pins using "LOC" constraint to route the signals from/to DB9 connector.
 

As Alexium pointed out, your message is a little vague. So guessing here ... Maybe this is of interest: fpga4fun.com - Serial interface (RS-232)


And if you have a problem matching up the ports in your verilog/vhdl with the actual pins on the board ... then you should check out the .ucf file for your specific board.
