Those that I have seen use a piezoelectric element, with no other electronic components. Is this what you are trying to duplicate?

More electronic techniques include: https://www.repairfaq.org/sam/hvinvert.htm Or, perhaps, a simple application using an automotive ignition coil. You could probably get something to work based on a strobe light transformer.
