Sometimes single-step causes emulator to run

I'm using VisualDSP++ 3.5 to emulate ADSP-2199x via HPUSB using the JTAG port.

Anyway, sometimes when I step-over, step-into, or step-out the emulation just RUNS; Sometimes it's okay. This mostly happens when I exit a function, however.

Is this normal? Or how do I solve this problem.
