SoC Encounter newbie...ERROR: (SOCSP-2021):???

Hi,
I'm newbie and was running SoC Encounter on toy example. while placing the std cells..
I got following errors:

Placement tweakage ends.
**WARN: (SOCSP-2020): Cannot find a legal location for instance 'FE_OFC0_Logic0_'.
2 out of 3 have not processed
**WARN: (SOCSP-2020): Cannot find a legal location for instance 'U4'.
1 out of 3 have not processed
**WARN: (SOCSP-2020): Cannot find a legal location for instance 'U3'.
0 out of 3 have not processed
**ERROR: (SOCSP-2021): Could not legalize <3> instances in the design.
Statistics of distance of Instance movement in detailed placement:
maximum (X+Y) = 40.80 um
inst (core/dp0/mu0/mult_43/U193) with max move: (607.2, 498.4) -> (648, 498.4)
mean (X+Y) = 6.74 um

does it mean that U4, U3 instances are not placed at all? or does it mean that they
are place some where but slack is negative?

Check with Browser, Zoom to instances.
For more details, Query instance properties.
Use 'checkPlace' command to check for any placement irregularities

Check the following:
1.Instance properties.
2.Instance Placement.
3.Tech Site Violation.

or Finally place the instances manually & keep the attribute as Fixed.

does this 'tweakage' mean 'fine-tuning or smal modification to improve placement results' ?
