Hi

Does anyone know which IC allows me to converse single power supply into dual power supply?

If your current requirement is below, say, 200mA, try charge-pump dc-dc converters .
I assume you already have 0-to-(+V) supply, so you just need to add negative rail ..
Theses charge-pump converters will produce 0-to-(-Vin), in some cases (-Vin) and/or (2Vin) ..
Here are examples:
LM2662
ICL7660
MAX660
TC660
SI7661
SI7662
and so on ..

tl497 it's a switching voltage regulator, you can use it in a step-up , step-down or inverting mode

In case you simply need to split a available single power supply of +V into a dual power supply with +/- (1/2V), you will need only 1 general purpose op amp and a pair of complementary transistors.
