simulating waveguide filled with MNG material below cutoff

I am trying to simulate a waveguide filled with Mu negative material (bulk model: Lorentz model). the resonant frequency is 8.5 GHz and negative permeability extends till 9 GHz. Waveguide has a cutoff of 10 GHz. According to literature, I should be able to get a passband (eventhough its below cutoff) in the region of negative permeability. But there is no effect; S11 stays at 0 dB. Can someone help me?? please???
 

you simulated of the waveguide is not true u simulated with which simulator
 

did u assign air or vacuum inside of waveguide?
