I'd like tu build a simple digital PSU based on A/D converter driving Adj pin of LM317
Is it a good design ?
 

It will work, but only down to 1.25V. Also, you need to make sure the DAC can both source and sink current.
 

you can use an opamp and vary the referance using DAC
 

It would be better if you use switching regulator like LM2576 instead of linear one to improve circuit effeciency.
 

What is desired output voltage range? E.g. 2-5V, 0-30V,... What is maximum current, precision needed? You need to answer some basic questions before starting design. Design you used can definetely be much better, with not many additional components.
