SIM900A, CIICR error: +PDP DEACT

1. I have one local sim & tried to interface SIM900A module with microcontroller, without any problem. I am able to send data over TCP.

2. I have a number sim from other state/region, i.e roaming in my region, when I tried to send AT+CIICR command SIM900A module respond with error: +PDP Deact.

Anyone knows the solution?
