SIM300d - Not registered in network? why?

Hi to all,

I have two SIM300 modules. I designed a development board for them, and assembled the on these board.
One of them work good without any error. And after powering it registered in network and "NET pin" blink slowly.
But one of them after powering don't register in network.
The "NET pin" of modules is blinking fast and I can't call or send/ receive sms with this board.
I don't know ...

Please help me.
Does any one solution for this problem?
