Should the number of pads on upper and lower side be the same?

Hi,
In my design,the quantity of pad in upper side and lower side is not equate.
there is 51 pad in upper side and 53 pads in lower side.does it affect package?
Does the quantity shoulde be even?

No the location of the pads can be anywhere round the perifery contact either the customer or the product engineer or the ISO spec. depending on what type of chip it is.
