I am using a DC blocking capacitor to AC couple a signal, If that signal is sent to an IQ demodulator...do the I and Q outputs remain AC coupled?

I think you are talking about a modulator and not a demodulator, so your system takes a single signal and transforms it into I and Q components.
I am currently working with an I/Q DQPSK modulator, and I/Q signals are DC coupled, because you need to send out even very low frequencies (in theory, DC as well)
