sampler issues in USART???

hello all,
i wish to design a sampler without using a faster clock(like 16x,8x or 4x)....can that be possible because i have limitation in producing a faster clock.....

Try look at this, it uses a 64X clock though.

Sometimes I am confused with the USART. What does it mean when you will oversample and process the data anyway?
