Routing for 4 layer will be the same as 4 layer, it will just become easier because you have separate ground & power plane on the inner layers. hope this helps..
It depends on the circuitry and why you are using 4 layers. You could use the inner layers simply for tracking on a very dense board. You might use one inner layer for ground and the other inner layer for routing.
