RF Ground current is it 180deg out of phase from main RF current

A very basic question but can clear a lot of misunderstanding.

Q- Is RF current flowing in ground plan always 180deg out of phase from the main RF current or its not true, if its not true then is it out of phase at all. To my understanding it is 180 out of phase that's why our inductive microstrip lines can be inductive because two currents have apposing magnetic fields and this can only happen if the currents are 180 out of phase.

Please all comments are welcome to understand the concept.
