Resolver Count Conversion Help

Can a resolver produce a negative count?

ie for a 16 bit RDC can the range be from -32767 to +32768 ( give or take 1 ?! ) as opposed to 0 to 65536.

Basically is it the resolver giving a negative count ( rotating in opposite direction or is it the RDC that performs this?
