"report-power -net " command

when i use this command . Design compiler reports some parameters about nets . one of them is toggle rate.

what does it mean? fore example -> toggle rate= 0.005

what is th unit of toggle rate?

the other parameter is static probablity. explain this parameter too.

plz help

Dd you read a SAIF or VCD files?
Or it is the toggle rate by default?
 

Toggle Rate :The toggle rate is a positive floating point number that represents the number of 0->1 and 1->0 transitions that the signal makes during a period of time. The period is by default 1 unit but can be varied. The time unit defined in the library is used as the time unit.
