It seems to me now that I have to connect the FPGA development board to the computer on which the development software, say, Xilinx Vivado 2022.2, is running. Is there any chance that I connect the development board to one PC, while the development software is running on another PC so that the latter can send simulation command to the former to remotely simulate Verilog code? Is it possible if two PCs are in a LAN? Is it possible if two PCs are connected through Internet? If it is, how? Thanks.

You are asking about simulation or hardware debugging? In the latter case, how is the development board connected to the remote PC? USB JTAG adapter?
