ok,

1st find a good reliable host, read around look at reviews etc.
Then register a domain name and have it transferred to the host you want to use, many will include this as part of the setup service.
Then depending on what type of site you are wanting to create look for some packages that already exist. I would heartily recommend the dragonfly CMS and ForumsPro module as a starter as there are loads of modules available for it and it being PHP/Mysql based is very responsive and configurable without too much effort.
You havent given anyone too much info wrt what you intend to do, but have a look at footers of the sites that you would most like to have yours resemble, they will normally have copyright notices that will give you clues as to what they used to create that site.
