Relation of pull up resistor to the frequency of operation

Hello,

Can anyone please explain me the relation of Pull up resistor value to the frequency of operation of the PIOs when pull up is used on PIOs of a controller?
 

if you are using any pin of microcontroller to send data
a 10 resistor is best choice to reduce noise .
if you are using microcontroller pin to operate any transistor then 4.7k is better choice.
