In order to avoid routing metals over active layer or transistors.
Can anyone please tell me the alternate or the best way for the routing..

Usually it is possible to use the top metal layer above transistors..
 

Why are you concerned about avoiding transistors?

If you think you'll incur some mismatch, then there is
the alternative of making over-routes simply symmetric
rather than absent.
