Does output voltage in boost converters remain the same regardless of input voltage, granted input is within acceptable range, or does output vary with input voltage?

That would depend. Does it follow input faithfully or just shift from target Vout by +-100mV? I would have expected the output to be fixed, as with any regulating device. If the circuit is on a breadboard - forget expecting any valid or believable results. No series (pass) MOSFETS accidentally backwards or suchlike?

It might be an issue with the compensation.

The op amp in the control loop might not be fast enough, I think that can affect regulation.

I fould that simulating a SEPIC a mere zillion times or so trying to get bits of it right, when it was simulating correctly (except at Vin min, and still can't get bootstrap to remedy problem...) it seemed to focus on current regulation over voltage regulation. That surprises me because it is VMC, not CMC but over and over the 5V out appeared to follow 100mA Iout and not be the priority for the circuit/simulator.

Anyway, answer is no. Pointless an advertised 12V out, 2A boost if the output is actually 2A and whatever volts.

The purpose of all regulated converters is to have a stable output for a given parameter range.
