reduction of %THD

I Have designed LC Filter with L=150UH C=30UF for getting pure sin wave in my 2.5KVA inverter project . with this filter i am getting 4% voltage THD in RL load . and 5.5% voltage THD in RESITIVE load. I would like to know why THD is more in resistive load . and what is the solution for getting less than 3% THD in both loads.
