Recovery/Removal checks are basically related to set/reset signals. Basically it means after what time set/reset you wil have to wait before the circuit can be used for normal operation. In case of reset for example after how long "internal circuit" in the design stablizes before you can start using it for functional mode. This is a standard .lib entry which is generating during the characterization of the design. Although the characterization the data methodology depends on the actual design.
