Real Time Speech Encoding IC or stuff ???

Hello, Can anybody help me to select an IC that will encode speech to digital signal and decode too?
I need to take Real time speech input and do processing before sending it over the GSM network, so i would need a quite fast IC.
Looking forward to a well documented answer... :)
