ralation between threshold voltage and supply voltage in cmos

what is the relation between supply voltage and threshold voltage?

is it true?

0.2*vdd < vth < 0.5*vdd

i want to increase vth to decrease the static power. so i dont know where is the ceiling! if you know any book that may help me. i would be glad to know .
