Question of 1.5Kohm pull up resistor in USB2.0 spec

usb2.0 pull up resistor

Can anyone here explain why USB2.0 spec requires the 1.5Kohm pull up resistor such a high accuracy of +- 5%? A simple calculation shows you don't need that accurate resistor. Please help. Thanks in advance!
