question: Colpitts design?

I found a file about Colpitts oscillator design
Many of the points I could not understand
So I'm going to put some questions successively.
Here is part 1 of the design:

I understand from Specifications that the deigner Will decide in advance those values.
If I choose the BJT 2n3904, fo=100MHz
To choose Po, I goto datasheets and get PD max = 625 mW, so Po can be up to 312.5 mW, I'll take lt 200mW ????

For Load resistance RL, it will be the Zin of the next buffer stage (Emitter follwer stage) say 2.5 KΩ

Supply voltage Vcc = 3 volts

The (d) and (e) Specifications confusing me
d) Inductance L or the net Qt of the resonant circuit e) Rc or Qc of the coil.

Can you please correct me and explain to me what to do with (d) and (e) Specifications??

Years ago and I wish I could find a book or other source provides complete information for step-by-step design
You know that it is not available or very hard to reach
So I had to read such those complex designs and discuss with colleagues what difficult to understand
