Question about input and output relation in PA design

Hi guys:

In the effort of designing a PA it is highlighted that the input power range, applied is at the power level of –25dBm to +2dBm and the required power level at the output is 18dBm, I am designing a differential PA in CMOS technology using SpectreRF as the simulator engine. The question is, if the input power and the output required power is translated into Vpeak to determine the voltage swing to be applied, the input ranges from 17.78mV to 398.10mV and the required output is 2.511V, does this mean that a constant amplitude of 2.511V is required for the specified input ranges. Thanks in advance
