PS/2 Keyboard interfacing with P89V51

I am interfacing PS/2 Keyboard with P89V51 controller, Its properly working while i'm using 11.0592 MHz crystal oscillator but it not working when crystal changed to 22.1184. when any key is pressed it showing same value i.e '2'. please give me reply as early as possible.
