protel 99 SE pcb file cannot move components but premitives

Dear all,
in one PCB file the following problem happened
cannot move components but can move premitives only
in the browse PCB in components you can select any component, but when edit the Global button is INActive.
you can move component by move selection.
when adding a new component the same happens to it


there is no problem in library
other files you can move components well, no problem in software

the problem in PCB file?
please help if you can!!

It has been quite awhile since Ive used 99 but I am pretty sure the component property dialog is very similar to altium.

What it sounds like here is that you have component locked and primitives unlocked. You should be able to go into global properties and correct this to:
Component not being locked
Primitives being locked.

premitives are locked and although they are able to be moved?!!!

the error surely was in the file itself
so I decided to save it as ASCII to compare its text
but as soon as saved as ascii the problem solved at once

now in that file the components now can be moved

Just out of curiosity, do you have servicepack 6 installed?

doubleclick the part , make sure the 'lock primitives' is checked. now you will be able to move the part.
